Services

The Cumberland Plateau Regional Opportunity Program (CProp) reinvests program
revenues from the CPC’s partnership with Point Broadband to support economic and
community development efforts in the planning district’s four counties and twelve towns.
Preference will be given to projects and activities that are linked to the Cumberland Plateau
Planning District Commission’s Comprehensive Economic Development Strategy (CEDS) and
to other regional, state and federal economic development plans, initiatives and programs.
Eligible activities include, but are not limited to, the following:


• Industrial site/park development
• Broadband and wireless infrastructure expansion and upgrade projects
• Downtown revitalization projects
• Asset-based development projects such as trails, trailheads, welcome centers, museums, and
other tourism-related activities
• Other activities that support economic diversification in the region
Funding cycles are intermittent, and the CPC’s 16 local governments are the only eligible
applicants.

CPC Broadband History

The CProp program is made possible by revenues generated from the regional broadband infrastructure system that was funded in the early 2000s by the U.S. Economic Development Administration, the Virginia Tobacco Commission, U.S. National Telecommunications and Information Administration and the Virginia Coalfield Economic Development Authority. The CPC’s private partner in the system, Point
Broadband, operates and maintains the network.

Recent Virginia Telecommunication Initiative (VATI) awards totaling more than $53 million to the CPC will result in universal broadband coverage within the counties of Buchanan, Dickenson, Russell and Tazewell by the end of 2024. These efforts will impact homes and businesses that are currently unserved or underserved by high- speed internet.
